How should we think about data-intensive federation

I can't tell you answers, but can only ask for your help and insights. The number of contexts in which data-intensive federation is needed is rising rapidly. I will have some examples from science federations, but I know that similar issues arise in many businesses, government, health care contexts. The federations involve many autonomous organisations that have diverse but mission-critical properties. They are often involved in many federations. The federations seek to provide sustainable mechanisms for sharing the data, methods and services that federation wants. "Sustainability" in the context of the evolving digital ecosystem.  The federation should present a coherent and holistic view of the integrated resources. New thinking is needed because the current architectural and implementation strategies are akin to WWI generals throwing more troops into the trenches. So the hard question, "In what direction should we look to find a better approach?"
